It turns out that planned fires (as opposed to wildfires) are a rather&nbsp;complicated issue. For example, the city of Steamboat Springs allows no open burning within its borders while other towns in the county, which operate with a different fire code, mostly adhere to this management plan, as do all the unincorporated areas. However, Steamboat Springs and its surrounding airshed (roughly to Forest Service property in the East and North, to Steamboat II in the West, and almost to Stagecoach Reservoir in the South) are in violation of Federal Clean Air Standards for particulate matter. Breathing air with particles of road dust or wood smoke in it makes life more difficult for people with already compromised respiratory systems, for the very young, or for the elderly. Therefore, the State of Colorado has delegated open burning permit authority to the <a href=\"https:\/\/www.co.routt.co.us\/159\/Environmental-Health\" target=\"_blank\" rel=\"noopener\">Routt County Department of Environmental Health<\/a>. Since open burning touches so many aspects of rural living, the Fire Protection Districts, the Steamboat Springs Fire Department, the Emergency Management Department, and the Routt County Department of Environmental Health jointly developed this management plan.<\/p>\n\n\n\n<p>In Routt County, the <a href=\"https:\/\/www.co.routt.co.us\/164\/Open-Burning\" target=\"_blank\" rel=\"noopener\">Open Burning Management Plan<\/a> explains what types of fires require a permit and how to obtain a permit. If you don\u2019t have a plan in hand, this section will describe the process from its&nbsp; simplest form to its most complex. If you have questions about what you read here, call your local fire&nbsp;&nbsp; district representative for information. Best of all, most open burning permits are FREE; you can\u2019t even get lunch for that.<\/p>\n\n\n\n<div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\" style=\"margin-top:var(--wp--preset--spacing--30);margin-bottom:var(--wp--preset--spacing--30)\">\n<h3 class=\"wp-block-heading\">Burning Bans<\/h3>\n\n\n\n<p>The simplest form of the plan is to permit no burning whatsoever. This happens during hot, dry, windy periods in the summer. When the fire danger becomes extreme either the Governor or the County Commissioners may impose an open burning ban that supersedes anything else you\u2019ll read in this section.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Permit Exemptions<\/h4>\n\n\n\n<p>Almost as simple as no burning are the permit exemptions, those fires that require no permit at all. These include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Fires for cooking of food<\/li>\n\n\n\n<li>Fires for instructional or recreational purposes (e.g., a camp fire)<\/li>\n\n\n\n<li>Flares to indicate danger to the public<\/li>\n\n\n\n<li>Agriculture open burning<\/li>\n<\/ul>\n\n\n\n<p>Agriculture open burning has a rather lengthy definition, but if the definition applies to your fire, you will not need a permit and your notification process can be completed by going online <a href=\"https:\/\/www.co.routt.co.us\/144\/Emergency-Communications\" target=\"_blank\" rel=\"noopener\">Emergency Communications Center<\/a> or calling <a href=\"tel:9708791110\">(970) 879-1110<\/a>.<strong> <\/strong>This <em>Courtesy Open Burning Notification <\/em>is recommended for several other burns and is detailed on the next page.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Agriculture Open Burning Definition<\/h4>\n\n\n\n<ol class=\"wp-block-list\">\n<li>The burning of cover vegetation for the purpose of preparing soil for crop production, weed control, and other agricultural cultivation purposes.<\/li>\n\n\n\n<li>The burning of wood or waste directly related to the growing and harvesting of crops, raising of fowl or animals for the primary purpose of making a profit, or providing a livelihood, or the conducting of agricultural research or instruction by an educational institution.<\/li>\n<\/ol>\n\n\n\n<h4 class=\"wp-block-heading\">Notification<\/h4>\n\n\n\n<div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\">\n<p><strong>A Courtesy Notification from the <a href=\"https:\/\/www.co.routt.co.us\/144\/Emergency-Communications\" target=\"_blank\" rel=\"noopener\">Routt County Emergency Communications Center<\/a> (Dispatch) at <a href=\"tel:9708791110\">(970) 879-1110<\/a> should&nbsp;occur when burning:<\/strong><\/p>\n<\/div>\n\n\n\n<div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\" style=\"margin-top:var(--wp--preset--spacing--30);margin-bottom:var(--wp--preset--spacing--30)\">\n<ul class=\"wp-block-list\">\n<li>Woody or herbaceous products or cultivated fields that have an excess of dead grass or weeds that deter regular commercial agricultural use of that field,<\/li>\n\n\n\n<li>Fence rows,<\/li>\n\n\n\n<li>Irrigation ditches,<\/li>\n\n\n\n<li>The burning of hay and straw.<\/li>\n<\/ul>\n\n\n\n<p>After this point, having an open fire becomes a bit more complex because there are three types of open burning permits required in Routt County. However, obtaining one of them could be as simple as a phone call.<\/p>\n<\/div>\n\n\n\n<div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\" style=\"margin-top:var(--wp--preset--spacing--30);margin-bottom:var(--wp--preset--spacing--30)\">\n<h3 class=\"wp-block-heading\">Fires Requiring an Open Burning Permit<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The burning of rubbish (i.e., waste material including garbage and waste paper),<\/li>\n\n\n\n<li>The burning of wood and other flammable material on any open premises,<\/li>\n\n\n\n<li>The burning of woody or herbaceous material to create a defensible space around structures.<\/li>\n<\/ul>\n<\/div>\n\n\n\n<div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\">\n<h3 class=\"wp-block-heading\">Where to Acquire Open Burning Permits<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.co.routt.co.us\/160\/Air-Quality\" target=\"_blank\" rel=\"noopener\"><strong>Air Quality Permit<\/strong><\/a>-obtained from the <a href=\"https:\/\/www.co.routt.co.us\/164\/Open-Burning\" target=\"_blank\" rel=\"noopener\">Environmental Health Department<\/a> located at 136 6th Street, Steamboat Springs, or call (970) 870-5588.<\/li>\n\n\n\n<li><a href=\"https:\/\/www.co.routt.co.us\/144\/Emergency-Communications\" target=\"_blank\" rel=\"noopener\"><strong>Courtesy Open Burning Notification<\/strong><\/a>-obtained from your local fire department, local town hall, Routt County Communications Center, or call (970) 879-1110.<\/li>\n\n\n\n<li><a href=\"https:\/\/www.steamboatsprings.net\/DocumentCenter\/View\/3403\/Open-Burn-Permit?bidId=\" target=\"_blank\" rel=\"noopener\"><strong>City of Steamboat Springs Fire Department Permit <\/strong><\/a>\u2013 at Steamboat Springs City Hall or call (970) 879-2060, extension 217.<\/li>\n<\/ul>\n<\/div>\n\n\n\n<div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\" style=\"margin-top:var(--wp--preset--spacing--30);margin-bottom:var(--wp--preset--spacing--30)\">\n<h3 class=\"wp-block-heading\">Open Burning Permit Denials<\/h3>\n\n\n\n<p>There are certain situations in which it would be irresponsible for the authorities to issue a burning permit, as stated in the Colorado Air Quality Control Regulations. \u201cIn granting or denying such permits, the Department shall base its decision on the location or proximity of such burning to any building or other structure; the potential contribution of such burning to air pollution in the area; climatic conditions on the day of the burning; and compliance with applicable fire protection and safety requirements of the local authority.
